Många processer inom betalningsområdet är på väg mot mål – trots motstånd när Belgien tar över ordförandeskapet i EU:s ministerråd från årsskiftet Den innevarande EU-mandatperioden närmar sig sitt slut. Med endast några månader kvar till EU-valet 2024, har lagstiftarna lyckats slutföra arbetet kring flera nyckelfrågor som handlar om kortbetalningar. Under november nåddes enighet under trilogmöte (trilogue) om förordningen kring omedelbara betalningar och lagen om cybermotståndskraft. As the final full year of this EU institutional mandate draws to a close, with only a few months left before the elections in 2024, EU legislators have managed to complete work on key files of relevance to card payments. With the European institutions shut in August, the summer saw few developments on payments policy. Since the September rentrée, there have been a number of appointments in the Parliament on the last key payments files of this Commission’s term. Kortbetalningar är en välfungerande betalform – varför ifrågasätta konsumenternas val?

Ryktet om kontanternas ”död” är en överdrift. Men det är inte utan orsak som både handlare och konsumenter föredrar kortbetalningar. Därför har Betalningsutredningen rätt i att statens roll i första hand bör vara att hjälpa fler att komma in i den digitala betalningsmarknaden, inte att göra det lättare att hålla fast vid ett dyrare och mer opraktiskt betalningssätt. Betalningsutredningen har presenterat sitt slutbetänkande, en gedigen rapport på 891 sidor, med titeln Staten och betalningarna (SOU 2023:16). Möjligheterna att som ordförandeland påverka olika beslutsprocesser ska inte överdrivas, men löftena i programförklaringen om att Sverige ska kämpa för fri konkurrens och konsumentskydd får för den skull inte glömmas bort.
