With trilogue negotiations on the Payment Services Package (PSD3/PSR) resuming after the summer break, Card Payment Sweden has published its recommendations to negotiators.
A coalition of European technology, payments, and commerce associations has urged a review of proposed unconditional refund rules in the Payment Services Regulation (PSR) to prevent unintended impacts on SMEs. Related to PSR discussions on fraud, this month the European Commission requested information from Microsoft, Google, Apple, and Booking.com on how they prevent financial scams on their platforms. As deliberations on the digital euro have slowed in the European Parliament, Economy Commissioner Valdis Dombrovskis has urged lawmakers to accelerate negotiations. Meanwhile, the ECB published its first-phase innovation platform results, showing progress on usability. A survey on the digital euro by the European Consumer Organisation (BEUC) showed that consumers prioritise security, ease of use, and low costs.  Finally, the European Payments Initiative (EPI) has discussed the challenges posed by the ECB’s digital euro for the project.
